March 1 was the day 22 federal agencies found a new home under the umbrella of the U.S. Department of Homeland Security. But try to use that site to figure out precisely where the duties these agencies performed now fall. It is a challenge. Take the former Immigration and Naturalization Service. It is no more, broken into parts that now fall under various bureaus, including the Bureau of Citizenship and Immigration Services, the Bureau of Immigration and Customs Enforcement, and the Bureau of Customs and Border Protection. But try to find a specific part and you will find yourself lost in a maze of Web site redirects. Maybe it was done this way to confuse our enemies.
