Reporters Without Borders marks the World Summit on the Information Society by presenting 15 countries that are “enemies of the Internet” — “the countries that crack down hardest on Internet use, censoring news sites and opposition publications, monitoring the Web to stifle dissident voices, and harassing, intimidating and sometimes imprisoning Internet users and bloggers who deviate from the regime’s official line.” The survey also points to a dozen “countries to watch,” those whose oversight of the Internet is worrying — a list that includes the United States.
